Rebuilding lead acid battery cells with negative plates, how to oxidize the +?

Ive got a 20 year old lift truck battery for my off grid house.

Safety warnings aside for this thread, how might one convert a set of good neg plates to red lead without repasting the half element?

Hydrogen peroxide bath?

Ideas?
