I need some external locking solution for small screws/bolts. I have seen a thread on EEVblog before but can't find it anymore.
It is semi-transparent substance, red in color glue (like honey), put on screw/bolts externally to mark that they are locked and prevent them from loosening (or at least mark loosened ones). Easily removable. Household equivalent is red nail varnish. It is not locktite for internal threads, that's a different thing.
How is this substance called and where to get it?

"Anti tamper" is one such product.
Not sure how effective a thread locker it is, but ok to seal presets against vibration.

Are you looking for "anti-tamper" indicator? Many manufacturers. Here's one: https://www.newark.com/electrolube/blr15ml/sealant-bottle-15ml-red/dp/44AC2379 (https://www.newark.com/electrolube/blr15ml/sealant-bottle-15ml-red/dp/44AC2379)

Thanks for suggestions. I think I found right search terms.
Anti-tamper seal products become hard and brittle, like nail varnish. I was after something softer like "electronic glue" or "threadlocking adhesive silicone sealant". "Kafuter K-200R" product fits the bill, it will limit loosening of screws.

Perhaps you are thinking of "Glyptal".
