Repair of Sony Watchman FD-2E

I'm repairing an old Sony Watchman FD-2E handheld TV. I would appreciate any help on two questions.

1. I have a service manual for this model. My unit has an additional PCB with TA7370P IC which doesn't appear in the schematics. I don't understand why a TV with mono sound would require a stereo decoder IC, but this is a Sony PCB which fits perfectly the space behind the picture tube. It doesn't look like a modification made by the previous owner. Does anyone have an updated service manual or schematics of a similar Watchman device with this IC?

2. The unit has a faulty power supply IC CX0159. It looks like it had been connected to a DC source with a reversed polarity or to a high voltage. Is there any chance to get this IC without buying another unit for parts?

Without knowing the specific part you asked about, I would say
- look for brick and mortar electronics shops that used to supply TV repairmen back in the day; here some of them are still around and some are selling their stock by mail too
- eBay, preferably not from China
- eBay China and AliExpress, but test the part as much as possible before installing on a board you care about - these will likely be recycled and they may be fried or even a completely wrong chip

Ordered the IC from a seller in Greece.

The unit has many tantalum capacitors. How often do they fail? Is it a good idea to replace them all together? Is it safe to replace them with MLCC of the same value?
