Repair power supply PVM-2130

Hello,
I am trying to repair a power supply (FA board) from a PVM-2130. Basically the issue is that I do not get the 135v output line (which can be measured on TP3).
I have measured that T605 on pin15 has -130v. Is this normal ?
Also when looking at Q602, I only have 150v while according the service manual it should be 284v.
Anyone has pointer on where to look at next ?

Some additional information: I noticed that I get 0v on both sides of D651. I have voltage (-130v) on one side of PS651 but not on the other side.
What is this component PS651 ? From the part lists it is in category "IC Link", part number 1-532-675-00. Does anyone knows what this is? Maybe like a fuse ?

I have removed it from the board and when I test for continuity it appears to be open (no continuity). It seems the exact same part is not available anymore,not sure what would be suitable replacement for it. 

On the component it is written: "F38V".

PS651 appears to be a fuse link. I am unsure what the part looks like but the symbol would indicate a fuse.

I would check for shorts in the surrounding area, maybe a bad rectifier diode.

Thanks for the reply ! Here is a picture of the part.

Good point I will check if there is any short next to it.

I'm fairly sure that is a fuse but I couldn't quickly find an exact replacement searching online. Would need to find the reason why it blew before replacing it.

For replacement maybe use a wire end 250V fuse like these https://uk.rs-online.com/web/c/fuses-sockets-circuit-breakers/fuses-pcb/non-resettable-wire-ended-fuses/?searchTerm=wire%20end%20fuse

Probably a good idea to cover it in a couple of layers of heat shrink sleeve for a decent insulation.

To choose a suitable fuse there, you'd need to know the expected normal operating current and allow a little headroom so it doesn't run too hot. Once the reason the fuse blew is fixed, I would measure the operating current and choose a fuse with a rating of 20 - 25% higher than the operating current and see how it goes.

So I found the short it was on another board connected to the power supply.

I am in the process of replacing PS651. When I measure the current with all the loads connected I have 350ma. I will use a 500ma fuse as replacement, not ideal but that's all I have.

Great! :) glad to hear it works again! Just out of interest - what was the cause of the short?

This issue was on the D board, the flyback transformer had a short.
