Any thoughts where to start looking?

From old TV days, looks like horizontal scan voltage is being pulled down.

It's the older VGA PS2 USB KVM

So opposite colors, RGB -> CMY.
Quite steady also.

Is it the same if resolution is lower?

Excellent suggestion. 
Unfortunately didn't save the Paint project file so have to rebuild.
Should get it done today and a reply.

Just ordered a Gold ESR70 from Digikey (best price of all $93) and going to check caps in circuit.
