repairing an HP 8530W laptop that does not turn on

I have a HP 8530W that does not turn on. someone broke the power-button and in the process a small piece of pcb was ripped right of the PCB.
My problem is the +3VL that is coming into the power button circuit is not present.

I feel I'm at a loss, can someone help me understand where +3VL is suppose to come from? the link includes all schematics and an excerpt of the piece I think are relevant.

My main problem in understanding the tps51120, is it suppose to deliver +3v when EN0=EN1=0 ? Datasheet is linked in also, but it does not explicitly say that it does _or_ does not do this (I think)
