Samsung front-load wash machine On/Off button now could get contacts ie. pressing it is toggling On/Off
But most of the time it won't get on immediately, instead it only yields weak sound sort of:
tuck.. tuck.. tuck
every 2 sec in between each

and will only really get on after 9 minutes or so

Has one gone through such case on similar kind of control panel system so can benefit on this here?

It is probably an electrolytic capacitor in the standby power supply.

Seems every one's mind quickly, easily thinks it's the issue on filp-flop capacitor responsible for the on-off data,  but how exactly troubleshoot to correctly pinpoint and fix it..

The translation is difficult to follow.

Yous an ESR meter to test the electrolytic capacitors in circuit.
there will be one on the input and output buck converter ic
