Samsung LE40A616 LCD problem

Hi there!

I found a Samsung LE40A616A3F in the dumpster. The problem with it is that portions of the screen are very slow to update and show a lot os smearing. To me (not very experienced with problems like this) it looks as if the driving current/voltages to the LCD transistors are not strong enough, maybe a power supply issue? But see for yourself, I made a video:

Is it repairable?
