Samsung LS24F354FHNXZA - partially working no standby

The monitor technically has power and even shows a display, but it's very random and will only work for at most about 30 seconds before it becomes fully dead/no power or standby again, just to be certain I've unplugged the LED backlight and display cables but that has had no effect on functionality, it runs on roughly 14v, at idle draws 0.2W and will go up to 6W or more when functioning correctly.

I've identified the cause to likely be the 3.3v and 5v lines which are reading 2.8v and 3.4v, when it randomly starts working those numbers become the expected values, but I need help figuring out what the culprit is, so far I've found one bad cap that was low resistance and removing it brought to 3.19v for 3.3v and 3.8v for 5v, but I don't see any other really obvious issues nor do I know why it would randomly start working unless maybe the regulator is going bad?
