Philips TV Power Board 5VSB Fluctuating

For some time i have been trying to fix this TV with 5VSB oscillating the board is:

JSK5190-088 REV:1.1

i cant find schematic for this board anywhere on the internet

i think that the voltage control is done trough KA431AZ and lM393

1 more question should i short PS_ON and 5VSB to turn on the board without actually putting it in TV ?

I would first check the chemical capacitors on the board for their esr or bulked state.

like i said i tried repairing it capacitors are good i disconnected 5VSB from its control circuit i get stable 6.7V unregulated and when i put a load of about 800mA it doesn't drop much, board says that 1A can be drawn from 5VSB
