Tektronix PS-2217 (119-5549) problem

Hello all,
I have a TDS460A power supply that doesn’t seem to be working. It is not the common one that you find in the forums. It is not like the similar LeCroy power supply that is similar to the common tek PS. The problem I am having is that with the scope assembled there is no standby power and I am getting a clicking sound from the PS. With the PS out of the Scope I am getting low fluctuatiing voltages. On the + 5v side I am getting 1-2.3v on the -15 I’m getting -13v, + 15 I get 12-14.6v and -6.3v I’m getting -6.13v. Someone has worked on it before and all of the electrolytic caps have been replaced. What would anyone recommend checking next? Does anyone know where I might get a schematic or any test info on this PS?

Just some more info:
It uses the UC3844N chip and I have checked the diodes in circuit.
I have done all my tests on bench with PS out of the scope.
I have tried testing with a single load on the +5v output. Would I need to load each voltage output to properly test?
