How does one clean the rotary encoders/switches of the scope
Volts/div, Time/div etc

i would have used a small twist drill   make 2 small holes,  1 near each plastic post who pass thru the pcb 

on the other linked thread you see how the pcb pads are ...  just drill location when the circular pads are not under the square frame

i  first would not decap theses from the pcb,  but try cleanup before anything else
