HP2207 monitor will not power up

We have two of these for the wife at her desk, one decided to not power up. The blue light on the power button illuminates,  but when you plug it in,  this is the sound from the rear panel.

Curious if anyone has dealt with these, any insight is greatly appreciated.

My guess is that it was night and weather was heated.

Light the screen with a flashlight, can you see anything?

Sounds like very small sparks from high voltage components.
If you don't crack it open you'll never know!
When it fits stop using the hammer

I finally had time to tear into it. Looks like the two caps at C818 & C819  have some bulging. Both are 1000uF 10V Su'scon. I should just replace all of them.

 After removing both caps, C818 is 46uf & 18M ohms
C819 is 107uf & 19M ohms.

Indeed these caps are dead. When they're bulged like that there is no doubt, even if they read good enough they will dry out very quickly.

Replace these 2. You can replace the other too, but I would not do it unless I have them in stock as surplus from another project.

To build a reference just in case you need it later, do take pics from everything at all angles so component types can be read and PCB traces are visible.
When it fits stop using the hammer
