The thin material enclosing all wound nichrome wires

What is (and function of) this brittle thin material, if it's broken it'be a bit shiny white flakes, which encloses the wound nichrome wires in a heat element?

So wonder if its other form, ie. small tube pipe has the same property, usefullnes



so just use this more sturdy kind, if it's

It depends how the tube is bonded together. That is why the construction shown by Koray is done. Another possibility is to use aluminum oxide.
