I have a TiVo Roamio (TCD848000) that does not always boot (POST) when it is plugged in.
It's completely random. Sometimes when I plug it in, it will boot normally. Other times I just hear the fan but no lights (besides the power light) and nothing on the screen.
If I unplug and replug the power in and out of it, with a bit of a delay in-between, I can get it to boot at some point.
It's fine as long as it keeps power to it.
I've tried swapping power supplies with two know-good ones, but that did not help, so problem must be located on the motherboard I'm guessing.
Any idea what could be the cause of this based on behavior and general electronics components?
Looking for ideas of where to start diagnosis of the motherboard components.
I've attached pictures of the motherboard.
Thanks!

Single 12V power means that there are others later.
You can start checking that those other voltages are present.
Keep in mind that different position of same lower voltage can be from different source.
