[Solved] TL866II-Plus fails to program flash chip SST39SF020A-70

I'm trying to program an SST39SF020A-70 flash chip with the TL886II-Plus but keep getting a "Programming ...Failed" error at 6.25%. Reading the chip and erasing works OK. I have a few of these chips and tried 3 and all show the same error.

I'm attempting to flash the 1.4 firmware for a E3632A onto it (http://www.ko4bb.com/getsimple/index.php?id=manuals&dir=HP_Agilent/Agilent_E3632A).

I used the programmer a handful time successfully programming AT89S51 chips.

I've had no luck with an internet search on finding a fix. Any suggestions?

A14 may be open circuit or shorted to ground.

Thanks for the hint. A14 was shorted to A8 through some dodgy-ness on the PLCC32 to ZIF adapter. I was able to rework it and it fixed the programming problem.

What made you suspect A14 was the issue?

6.25% = 1/16th

That would suggest that the 4th uppermost address bit is stuck at 0.
