Troubleshooting an old Dell laptop

Hello
I found this old Dell laptop and thought maybe I could learn something or two from trying to repair it
so tried to power it on (without battery), but when I pressed the power button the laptop seemed to start up at first but then nothing happened, no lights and nothing on the screen
and when I unplugged it I think I could hear it shut off
anyway I took it apart to see what could the problem be and I saw this on the motherboard

what is this weird fluid thing? it's coming out of what I think is capacitors and these three-legged components and the fan port
is it permanent damage or could it be fixed?

its core2, worth ~$15-20 when 100% working, yours appears to have suffered retard with a heatgun to the GPU, its a source of soldering practice and parts (connectors/transistors/resistors) at this point
Who logs in to gdm? Not I, said the duck.
My fireplace is on fire, but in all the wrong places.
