Maybe this? https://datasheet.lcsc.com/szlcsc/2009231805_GigaDevice-Semicon-Beijing-GD32E230K8T6_C712540.pdf it actually comes in a tssop20 although it seems unlikely.

Can you try taking another photo at a different angle, maybe try and cut down the glare on the chip so we can better read the printing? Some pictures of the surrounding board might help as well.

Also, do you have a part number or name of the charger, what does it charge?

Cheers

APT32F003F6P6

Despite this clearly ST-inspired part numbering, this is NOT an ARM but "C-SKY" core, which is basically another MIPS clone.

It's unlikely that you would be able to find an exact replacement for it without having to purchase another charger. Perhaps you could explain what you're trying to accomplish so that we can help you? I would say to dump the flash of the existing chip, but not knowing the condition of your current chip, or what you're actually trying to achieve, it's hard to suggest anything.

its pointing out that the current chip possible has a  short on it.
looking at the data sheet should give me some ideas.

charger does not wake up

everything else checks out to be working fine
except this chip.

i been checking for a replacement and not having much luck,

the charger is unknown model as its going under all different names
there no marking inside or model number.

The datasheet points out the chip has SWD support. If you have a JTAG adapter that supports SWD, you might be able to dump the flash ram from the chip. That is of course assuming that the chip still functions/flash is not corrupt, and that no fuses have been blown to prevent reading the flash memory.

There are development boards available for this MCU that appear to also contain a small SWD programmer http://en.aptchip.com/article/MCUdevelopmentboard You could use the SWD programmer to dump the flash from your MCU, then program the new MCU on the board, remove it from the dev board and replace your MCU.
