Unknown IC in Megger MIT525

Hi all, I need your help to identify a component in a earth tester wich runs on a Li-ion battery.
the circuit in the first pic seems to be the charger, it only outputs about 2Vdc instead of 12Vdc, so the battery never gets charged.





The QFN case on the second picture is getting hot (35°C) without any load. But I were unable to find any doc on this ref...
could you help me to find it ?

if you remove the battery does the supply goes up, could be a case of a dead / non chargeable battery ?

The funny thing is that I already know and use the BQ chip, but never had to face it in QFN package  :D
now I know, again, thanks.

oh, and for the repair, I found the problem : the rotary switches had been shifted by someone (probably in a previous repair ?), so the functions didn't work as expected, and so does the charging feature.
