3060 PNY receives power, no signal out

Hello all,

I'm coming over from reddit /u/electronics and I'm in need of some help diagnosing an issue with the gpu that I bought second hand, knowingly broken. Thankfully, the GPU die gets warm and fans receive power. The PCIe slot has no short on the 3.3V and 12V and the 8-pin layout reads normal. Where  it gets confusing are the resistors and capacitors down and left of the 8-pin.

This picture regarding the red and light blue circles show which larger components are shorting to ground vs not. R22 resistor and the 820uF 3V capacitor below 8-pin is shorting to ground, as well as the R22 resistor closest to the end of the PCIe slot. The 1R0 resistor to the left of the 8-pin is also shorting to ground.

Anything else I should be looking at? Any help would be much appreciated and I'll answer any questions.
