Velleman PS3005d fan doesn't spin

Does anybody knows why my cooling fan is not spinning? I have checked it outside of the case and it works fine, but when inside - heatsink get very hot but fan stays off.

Others have problem with a noisy fan but I wish mine worked anyhow.

Any suggestions?

Download the schematics and unzip them. Wait for "Processing" to change to "Get manual".
Looks like there may be fault at U12 (switching ,see fan signal) or the relays.See the main schematic.

It was the fan.
But on the picture attached you can see two resistors on main board that are not in schematic.
One of the resistors is slightly beat up and the pcb underneath is little bit burnt.
It seems like the fan coils got shorted and as a result was drawing more current.
