It would make things easier if you post why it failed. What is the voltage at the emittor of Q11? What is the voltage at the cathode of CR10?

It failed because it shows .6V, which is not either higher than +1.25v or lower than -1.25v

I spent another 3 hours on it and I tried replacing some components and I don't know what I did but where it used to show .6VDC off of Q11's emitter, now it shows 0VDC and nothing I do can make it come back (even after replacing the original components).
EDIT: I have a feeling Q11 is bad, what are some common transistors I could replace it with?

The way I read it is that either > +2.5V or < -2.5V is a fault condition, 0.6V seems ok.

What voltages do you have on the base and collector? Is the +15 and -15 still ok?
If you think you killed something start again with table 6.2 item 1.
