That's not the way it works.
For a working and good TV, the bulb shall now light up at all, maybe a short flash when it's turned on. If the bulb lights up, the TV may not work correctly and you should use a higher wattage bulb.
The bulb will light up more or less brightly if there are defective (shorted) components at the power suppy circuitry. Often used to find bad capacitors in old tube equipment or stuff with line frequency transformer power supply. Doesn't work too well with modern stuff with SMPS, will only indicate short circuits at the input side of the power supply, and maybe prevent the SMPS from starting at all though it is perfectly good.
