Whistler ws1065 scanner radio problem

Hello, this scanner started picking up nearby counties on the MOSWIN P25 Phase 1 system not nearly as often as it did very seldom, does it receive them much at all any more. I have another scanner in the other room that still, receives said counties the same as always I've even hooked this unit to the other ones antenna to rule that out. Also, I replaced the EEPROM Memory ic which, were suppose to be known to fail causing same type symptoms. I've downloaded the Radio Shack pro 197 service manual which, is the same radio but, I'm not that educated on Digital radio functions so, I don't know what else to check other than circuit board defects which I've done several times now. Any suggestions would be greatly appreciated. The only test instruments I have is a Fluke 87V multimeter.
