XBox One X PSU - Correct Voltage Output, Fails Under Load

Have 2 of these power supplies now that make clicking noise (yeah I know switching power supply) and then crackling, almost static noise that cycles as soon as power is supplied.  They are supposed to output 12v (and no other voltages) and they do.  But they shut down when about 4amps is requested from them (rated for 20amps)

Caps all look fine. No signs of burning around coil/chokes.  Bridge rectifier putting out 165v dc.  Just not sure what component would be likely suspect as , well, I'm a dunderhead.

Attached mp3 that captures noises I'm referring to (it is top attachment and easy to miss now that I added pics).  Also, known good power supply does not make these noises, is pretty much perfectly silent.

Any insights greatly appreciated.....

edit: For shts&giggles  I did go ahead and swap out the two smaller output electrolytic capacitors (50v 47uf) just to see if any change. Just did because quick and easy.  As expected no change. Also added photos of torn down power supply, cause hey, pics always fun.  Burn mark in top view photo just from my solder iron trying to remove pesky shield.  There were absolutely no burn or heat marks anywhere on supply.

You could use a plastic straw as a stethoscope to try to pinpoint where the noise comes from.
But my bet would be on the 420v main bulk filtering capacitor, that it arcs over inside...
