ATTEN $4.8 digital multimeter, why so cheap?

I'm looking for 2nd multimeter for my workbench. I found ATTEN ATW830L here are prices from three stores.
$4.8 on storeinfinity
$14 on ebay
$18 on dx

Why so cheap on storeinfinity ?

Click add to cart, then check shipping price and see if it still a good deal or not.  For Canada, it is slightly cheaper vs ebay depending on exchange rate.

Personally, I would never spend $12.70 USD on any 830 type of dmm.
