ID an IC from a welder machine...

I hava a PUK U5 welder machine, no power at all, fount MC dead (STM32F407ZGT6), replaced it with new one, but now the machine powers on with white screen, nothing happens, my guess is the the SRAM chip is fried too, but it has a weird enclosure, at least am not able to find datasheet... part number is LY61L102416ALL-12 but it is a 48 pin TSOP, and the datasheets on the internets, are 36 pins... any one can help me out???

If the MCU died then nothing can be done, code was programmed in there that you no longer have access to.
If you are incredibly lucky someone else can read back or find that code, but it is unlikely.

Maybe ask the company if they have a firmware update file or are willing to send out repair parts to you.
Profile -> Modify profile -> Look and Layout ->  Don't show users' signatures

I'd place the original MCU back and check crystal, boot mode selection and reset lines. If the reset lines and boot mode lines are OK but the crystal is doing nothing, then replace the crystal. In some cases crystals can be prone to failure. As others wrote, the MCU has the software inside. If that really is dead (which almost never happens), then the only way out is to find a replacement board.
There are small lies, big lies and then there is what is on the screen of your oscilloscope.

It is dead, short 0 ohms!, damn it!!!
