Universal IC Tester recommendation

Anyone recommend a reliable Universal IC Tester?  the tester needs to check the usual TTL, CMOS, memory, 8bit CPU's and able to program eprom's. I am looking at a the "Universal IC Tester (VPL-UICT)", "UNIVERSAL IC TESTER - ( DICT-02 )" or the "Signstek TL866PLUS Universal USB MiniPro EEPROM Flash BIOS Programmer". I do prefer to purchase in Australia, otherwise overseas it is.
