Rigol DP1116A - ground loop question

, the DP1116A is connected directly to an oscilloscope. I'm still learning about this stuff, but shouldn't that configuration create a ground loop? Or is 1. the DP1116A not grounded unless the grounding port is used or 2. it assumed that an isolation transformer is being used?

It has a floating ground output, which is not connected to earth ground. Notice the separate green "earth" terminal.
