There a cable length meter that I'm interested in.

It is a specialized meter that measures the length of industrial power cable pairs, providing you can short the far ends together. You could do the same with a meter that had 4 wire resistance measurement and a calculator, but if this is exactly what you need, go for it.

You definitely do not want this meter if you want to measure the length  of ethernet cable, phone cable or coax cable. There are far better instruments for that, and they do much more, like tell you where a fault in the cable is. This meter is useless for locating a break in the wire.

Looking more closely, it has no CAT safety ratings, so it will probably blow up in your face of you accidentally clip it  to live wires. I would forget it.

EEVblog:
One of their mulitmeters was in the $100 shootout. Quite solid and well made, I really liked it.
No idea if this one is similarly well made though.
