I'm having a hard time finding what they are, search engines are pointing me at Siemens 6EP1331 type models, some with only 5V, or only 24V. But all in little plastic cases.
So is it like these ? What about the opened up one ? If that's all there is inside, and time is no big deal, then it should be pretty easy to find a problem.
I'm not an EE, so IDK all the ways a brownout might damage or upset a SMPS. What's your mains AC voltage ? Is that 330V the 2x boost voltage of rectified 110VAC ?
So what's on the output ? I'd check the Vcc to the primary side controller, then see if it's switching or not. But before I did all that, I'd check it all over unpowered with a DMM. (I'm not in a rush or being paid)
