200Mhz in a 14 pin DIP???

I thought my "google-ing" was strong, but I can't find out what chip this is, any ideas?
We know we can't make this for $25 shipped, so I don't why the sandpaper was used...
It uses 12V for power and the voltage to tune, if that helps.

That's a blast from the past, last time I used an MC1648 it was 35 years ago, they've got to be new old stock unless ON Semi still make them.

You would think that if they were using the MC1648, they would have made the board run on 5V instead of 12V.
