USA : FCC 47 - 15.247 900MHz Compliance Experience

I is there a better forum than this one for my question.

I am looking to put my product through FCC testing ,   do I have to lock down the product so  the skilled operator can't go outside the 902 - 928MHz  band.

The product will be a multi country product mostly with a subset of frequencies to 902 - 928MHz,  but if want to also operate the product in Europe  it operates on 868MHz.

Can I make a single product that can be FCC and European  approved,  where the operator has the choice of mode setting for either country?

How can a penta-band (5 band)  Mobile phone achieve global compliance,  but other products must have locked down frequencies and channels for specific countries?
