If we define works to mean the two meters change relative to the load, then yes it works.   Transmitter can be seen here:

Tuning cap limits the voltage I can run it at.  Currently setup for about 3kV.

Shown with and without a jumper wire attached for an antenna.   Signal Strength is the aerial current, Center Tune is the reflected power.
