FCC Waiver how hard?

I have a product in development which I intend to submit as a part 15 device to the FCC but will need waivers (more than one). I have the FCC filings for a very similar (but not identical) device which successfully navigated this and I don't see why I couldn't get the same treatment in principle. The thing is, previous filings were handled by a $600 per hour DC law firm. I'm not exactly cheap but I am loathe to do the same.

Is the waiver process navigable by an engineer or two without legal experience, given that I have a pretty good blueprint to follow from the other filings? I'm not in a hurry. I understand that the "not identical" part could trip me up but I am taking that risk.

If it is a bad idea or otherwise, I'd appreciate any suggestions / referrals / resources. I've had some feeler discussions with testing labs but frankly have left unimpressed or empty handed so far.

What sort of waiver? Which section of part 15?
I am available for freelance work.

The waivers are for a variety of sections. Some for relatively minor EMI reasons, some for measurement/methodology tweaks, and some tweaking higher level rules. The other device I am looking at needed at least 5 waivers. So I know it can be done, it is just a question of effort.
