ICOM 402 - No RF Out

I picked up one of these off eBay a while back and it's in excellent cosmetic condition.   It all appears to work functionally, but while the RF out key down is clearly seen on the analyser,  its a couple of mW at best.

I'm assuming blown PA -

How do I test that assumption and has anyone replaced the PA transistors on one of these?

If it is the old IC-402 you will be able to find the schematics several places online.
Because this is a SSB rig you will not any rf on key down without modulation.
