200Mhz in a 14 pin DIP???

200Mhz in a 14 pin DIP???

I thought my "google-ing" was strong, but I can't find out what chip this is, any ideas?
We know we can't make this for $25 shipped, so I don't why the sandpaper was used...
It uses 12V for power and the voltage to tune, if that helps.

That's a blast from the past, last time I used an MC1648 it was 35 years ago, they've got to be new old stock unless ON Semi still make them.

You would think that if they were using the MC1648, they would have made the board run on 5V instead of 12V.

It might be designed to work from an unstable power supply or just for 12V system. You can clearly see a voltage regulator there.

Pinout matches MC1648, so I'm pretty sure it is the IC used here.
