Transceiver RX / TX 8v switching help?

Ok here is a schematic and I’m hoping someone can explain to me how the RX / TX switching works as I’m having a no receive issue and believe it’s tied to the 8v system. My reason is when I connect to a squelch test point and go from 0-10 on the knob the voltage stays at 8vdc and should go from 0 (no squelch) to 8vdc (full squelch)

Is there any S meter action when you put in a signal? Do you have Tx?
If there is any S meter movement you have Rx but the squelch circuit is at fault

No RX when signal put in and I do have transmit but it is low.
No receive on all modes & when connected to load with no signal injected on USB Signal Meter goes to S9, LSB S3, CW S4. AM FM & PA S0
Unit is only putting out dead key 2.5w and 28w modulated on AM, USB & LSB 26w modulated. That’s with amp in line, when I pull the J22 amp key I’m seeing 0.3w dead key and 3.5w modulated.

I would start by checking the 8+ volts at the connectors on the board wherever you see 8V on the schematic, and see if one is wrong.     
You can also check 8 volts at the mic pin 5 with no mic plugged in. should be 0 volts with mic plugged in on Rx.   

Check the 8 V D/P at the connectors for change when you push PTT.

On these radios I have found that the switching transistors RN 1403 are frequent problems, sometimes the Rx  Tx light will be orange indicating a switching problem.  Also check the big transistor volt regulator.    Hopefully you will find one voltage that is wrong that will lead you to the problem.     

There is also the chance that the CPU unit is not working correctly.     
Sometimes the Weather Radio tries to take over the Rx.

Q47/Q48 is the RX switch. Q49 is the TX switch.
If you look at D64 you will notice its a zener and D65 is a small signal diode.
One of the opamps in IC6 is operating as a comparator.

Start looking in that area. There are some things that inhibit switching like PLL out of lock, etc.
