EEVBlog #1252 (https://www.eevblog.com/forum/blog/eevblog-1252-led-panel-lighting-flicker-investigated/) runs fine but EEVBlog #1253 (https://www.eevblog.com/forum/blog/eevblog-1253-led-flicker-2-electric-boogaloo/) gives me:
Your browser does not currently recognise any of the video formats available
Is that "upgrade" justified?
I must admit I run XP SP3 + Firefox 52.9.0 (highest supported), do I have to upgrade OS to watch EEVBlog on YT?

I just fired up my old laptop that still has XP on it ... and I couldn't run either video on Firefox
They work on Chrome, though.

No. Just get Chrome.

After several hours from the release of the video is the issue still present?
Maybe the video formats you can watch are considered 'less popular' and so YT postpones transcoding into those at a later time?

You can always download the video to watch offline. I use youtube-dl on linux. It's available for Windows.
