2000V rated DMM/scope for solar

Hello,
I am looking for a 2kV rated DMM/scope solution to measure solar strings. Especially to inspect the CPL signal many inverter use. I do not need decoding, only see if it's there and the "look" of it (frequency, amplitude). 100Mhz should be plenty enough.
Most strings are under 1kV, but sometimes it is a bit more, and it can be way more when not installed properly, so I want to be safe and have a 2kV capable scope.
I don't need anything fancy with features, just something safe, super reliable and rugged.
For budget I was thinking <1k$, but as it is important to me, I'm ready to go up to 5k$ if it is what it takes.

Some time ago I was looking for a DMM that can measure over 1500V and found one at Uni-T, but there are also "better" ones from Beha Amprobe.
Otherwise I would take a portable scope plus differential probe.
Or a portable scope with isolated inputs and a 1:100 probe.

Why wouldn't you just get high voltage probes? I have a PR2000B probe that can handle 2kV.

The Fluke 393 clamp meter is rated for 1500VDC.

As above, a high voltage and high ratio differential probe may be the quickest and cheapest route.
