Which multimeter is the right one for an amateur

I plan to give a trial repairing to my rice cooker and need a cheap multimeter with a $ 25 paypal account. :P  I wonder Which quality and inexpensive multimeter i should get ?

get an amprobe AM220 decent machine but no bells and whistles

At $25 and under they are all shit, but a $25 can actually be a lot less shit than a $10 one example.
So just make sure you spend all of those 25 dollars.
The pros kit MT-1260 has all the bells and whistles for $18 though.

But I concur with Simon, the Amprobe 220 is probably the first and cheapest step up to a decent meter.
