Hallo, dumb question:

The Datasheet says the Sensitivity is: 0.1uV, 100uOhm, 10nA DC.

The lowest Ranges are: 30mV, 30Ohm, 3000uA.

So can it Really measure down to 0.1uV, or just 30mV?

The lowest voltage range is 30 mV. 0.1 µV is the resolution in that range.  Obviously there is no 100 nV range - very few meters have such a small range.

It's a 319,999 count DMM, so in the 30mV DC range it would be able to display as low as 00.0001mV (.1uV) and up to 31.9999mV.  This excludes any accuracy discussions.

The lowest range is a bit over +-30 mV. One can of cause also measure smaller voltages. The 30 mV range is so to measure up to 30 mV and less than 30 mV is the normal case. 100 nV resolution is already quite good and sufficient for thermal EMF and similar small voltges in the 10s of µV range. Much better would need special connectors as the normal banana plugs may lead to errors of a few µV if not careful.
