TEKWAY DST1102B Won't Start When Cold

I have a Tekway DST1102B oscilloscope and it has trouble starting up. The front panel flickers and I can hear some relays clicking but the screen has trouble firing up. If I persist it will eventually start. It's obviously temperature related. The fault could be anywhere. I want to check and see if anyone has a solution before I go poking around. Thanks in advance for your help.
