Title: Are the AN870 & ZT303 still the go to ~25 bucks 4.5 digit & 1uV meters?

Basically if you want a cheap all around decent meter that has >=10k count / 4.5 digit / 1uV precision, those are still the two best options? They're also basically the same device?
