Best eBay deal ever or am I missing something?

In the last day or so I have been searching for STM32F103v (100 pin lqfp) to compare to mouser/digikey prices and this kind of thing turns up:

The picture says street autoparts but the seller is "handyautoshop" with a minus 2 and the chip itself with shipping included is ten times the going rate.

In another thread -Fluke 87v for  100$ the seller is myauto with 13400+ rating. sale rescinded and price changed. I don't get how this scam works. They seem to generate piles of listings that never complete and trash some previous auto parts general sellers store. Why can't ebay get a hold of this and nuke these mother-fuckers into the next galaxy?
