I just snatched an apparently brand new Keithley 2200-20-5 power supply on eBay for $11 (http://www.ebay.com.au/itm/191410738692 (http://www.ebay.com.au/itm/191410738692)). I looked them up and apparently they cost around $1000 RRP. I don't see anything sketchy about the eBay ad or seller - they've sold about 15000 products with 99% positive feedback. Did I just get an awesome bargain or is there something I'm missing?
There's still a couple left by the way.

I've chanced this but I'm willing to bet hard cash I never see the unit, someone will spot the mistake before shipping. Either that or the price is right but the item is wrong and we all get a headlamp bulb for a Ford Focus.

Looks like a drop shipper, I wonder how Keithleys even came to be on an automotive dropshippers list. its highly likely this guy has never seen a Keithley or had one in stock, probably some bot inserts the listings from a wholesalers list. I wonder if the wholesaler actually has units or is the whole thing just a UPC error.

Mine too and I've noticed I just got feedback from the seller already. This gets more and more interesting :)

I ordered one also and it came to about $62 with shipment to Canada.
I also think this is a scam or a big time mistake. But hopefully eBay will have us covered if it is.
I would really loose if I had to return it for some reason, because the cost would be very high for the return shipment and this isn't covered. So return is NOT an option at all for me.
If we receive what we ordered (although unlikely) we will certainly have a good story to tell.

The seller reports forty (40) have been sold and they are still adding more to the availability list. Looks bad - maybe we are protected by eBay, but to be sure I cancelled my credit card, and yes they billed the $62, although it had not been paid yet. I also cancelled the order with the seller and reported my suspicions to eBay to protect my eBay Buyer Status.
Good luck to everyone here, I hope you receive your brand new Power Supply (not really), or at least don't loose any money on this deal.

If it was a hacked account Keithley isn't something I would list? and they are hardly gaining much money from these sales and have low quantities.
eBay/Paypal will look after us if it's not right. My guess is a mis-price or clearing stock of something they don't want or accidentally got a pallet of (Happens to my friend who runs a company selling toys to big retailers)

The shipping is additional $62AUD to UK, which sounds reasonable for an economy air/ground mixed service.

Thanks for pointing this out, I ordered a second one of a higher voltage.
Mine too and I've noticed I just got feedback from the seller already. This gets more and more interesting :)
I also received feedback. It's a good sign that there's actually a person behind this, not some kind of bot. Fingers crossed it all works out, although it definitely seems too good to be true.

I'm really tempted to buy a 60V/2.5A model or 72V/1.2A. But I don't want to rock the boat too much.
Many of these feedback messages are probably left by bots. For example mine said "great communication"...

Looks just like this, several guys do this on ebay UK with a sniff/copy bot. This sellers recent items are hundreds of overpriced components. The question is do the parts make it out of the warehouse without the error being spotted!

Well, if they do, some people here get an absolute bargain. If not, paypal has their backs and will refund without any major hassle. Its not like daves ebay scam where they try to circumvent the buyer protection.
What ever it will be, Im looking forward to seeing how this plays out.

All feedback left for the past few months (could not be bothered to look further) shows the same feedback as what we have been getting, so don't think it's hacked.
I was buying a birthday present for my girlfriend yesterday that was £90 and £90 on Amazon, within a few secs it dropped to £60 on firesale, there was only 2 items on the whole of Amazon, whats the chances of that? My buying luck my be with me on this one :)
But just looked at my feedback, I have the same word for word feedback as another seller I bought an item from, maybe they use the same feedback generator...

That will be an automated listing, all the more likely someone cops on. Or if it's monitoring stock levels (as it should) all the more likely its a part number error and some LM317s are being packed up for us right this minute.

I will see if it arrives...... Otherwise FNB will be getting a call about reversing a CC payment. As FNB is the official ZA partner of PP all I can lose is a phone call, and some time. At best I get a 72V PSU.

Really no reason to record it. EBay will pretty much refund as long as the seller doesn't keep you satisfied. I've sold items on eBay before and it's very much in the buyer's favour, there are lots of scammy eBay buyers out there.

I wonder if their price and description scraping bot can't handle commas in prices.
So when it sees a Keithley PSU for AUD$1,100, it sees $1. It bumps the price up to a minimum $11.14 (the rest of their catalogue has loads of these, smd resistors etc., it's the cheapest item price they have) and keeps relisting them as they are sold as the source still has them for sale.

It is entirely possible, though very unlikely, that someone bought a pallet or warehouse full of these N.O.S. for peanuts, then put a standard markup (3x purchase price or whatever) and is actually making a small profit on these. Possible. Unlikely.

The specs show min voltage as 199 and 99v so I'm taking a chance that it can be switched. Picked one up and will see what happens. Bet you they will not ship them.

Ordered 2 of these as well ( 20V 5A version) but agree with tom66's possible explanation for this. Probably a bot gone wild and missing a decimal point. Don't expect them to deliver, all orders will just get canceled. (although they shouldn't be able to, freaking bot advertisers with standard margins should pay the price for their full automation zero human-check laziness, in my opinion) >:D

Yup manual says it has a mains input voltage selector. I really hope we get lucky and these guys actually ship them out. That's one nice power supply. Hope I don't get the old brick in a box scam. :palm: :scared:

I guess this is a COCKUP, not a scam. A scammer would probably have asked $3-400 dollars, and still expect to hit a good few punters!

Seeing as I haven't bought any Lottery tickets this year I grabbed one of the 60V 2.5A (All that was left at the time). I've blown more on a night at the bar.
I'm not sure what's going on, but with all the buyer protection covering this I doubt it's a deliberate scam. I more believe the "Bot gone wrong and misplaced the decimal point" theory.
All we can hope is that the same Bot that screwed the pooch in the first place, that is happily taking our money, giving us positive feedback, and sending order confirmations, also automatically sends the "release for shipment" order to whatever warehouse these are sitting in before anyone notices.
I would love to be there 30 days from now. Someone is going to shit when they open a $100,000.00 invoice against the $1000.00 of sales and shipped product.
That....or we all get screwed and have a nice laugh together a few months from now.
If we do actually get product I'm going to be kicking myself for not stocking up and flipping units for a huge profit!

I had a similar situation with a seller advertising professional LCD viewfinders for only GBP10 each.
I bought ten of them. Next day I received an email from the seller stating that somehow the stock level had been listed as the price ! The units were over GBP500 each and they were not going to honour the sales. Ebay cannot force the seller to ship the items and the seller just refunds payments.
Whilst I hope that you all get your early Christmas Present, do not be surprised to receive a refund shortly.
For those wishing to play safe, why not buy one but delay making payment for a day or two to see if the seller contacts you.

I actually hope that they are NOS without knowing the value. So no actual loss. I don't feel like costing some small business thousands of dollars - likely that'll come right out the back pocket of the business owner, if it's not noticed already.

lol I'm in for $2k worth.....this will be funny if I get a shipping confirmation. With ebay and pay pal buyer protections there is no issue about getting "scammed".....I have dealt with deadbeat ebay deals before and got my money back within a couple days of filing complaint
If, by some miracle the units show up at the warehouse, I will be happy to re-list them for a couple hundred bucks each and keep a few dozen for the lab.....
Just imagine having a keithly psu to power each component in a development topology.... :-DD

Not his feedback but the seller rating maintained by ebay - the DSRs are part of this but you also get demerits for "defects" including the seller cancelling orders.
Edit: and I think he's going to be cancelling a lot of orders.

lol I'm in for $2k worth.....this will be funny if I get a shipping confirmation. With ebay and pay pal buyer protections there is no issue about getting "scammed".....I have dealt with deadbeat ebay deals before and got my money back within a couple days of filing complaint
If, by some miracle the units show up at the warehouse, I will be happy to re-list them for a couple hundred bucks each and keep a few dozen for the lab.....

Kinda seems like he enjoys it with that attitude...
I ordered two, but now feel bad for the IT guy that is going to take the blame for screwing up the ordering/pricing system. Someones job or livelyhood could be at stake here, especially if this issue tarnishes the ebay sellers reputation permanently.
I hope the company treats its employees with forgiveness...

Strangely enough they still offer a couple of models on eBay. I would expect that after a fuck up one would remove the eBay listings first, before sending cancellation mails...

If you check their feedback, and click on the link to see only the negative feedback, they seem to have a history of selling items not in stock. And complaints of not sending refunds right away.

i don't feel bad for the guy at all....he thinks he can use a robot to make easy money, vs the people who spend the time to provide quality/accurate listings on ebay
guys like this are the ones who really killed the original intent of ebay....well maybe not intent (who knows what that was) but they turned ebay into a place where it's hard to get a deal or make a buck....

When I was stupid enough to sell things on Ebay I seem to recall being taken roughly up the arse by a buyer because a 'Buy It Now' listing was a legally binding contract.
That was a few years ago, I won't ever sell stuff on Ebay again, buyers have it all in their favour.
As it happens I have a couple of these PSU's under my desk anyway, bought when Tek was clearing stock out like they do at random sometimes. I think they were giving them away as part of a deal as well.

Yes....I plan to file the same type of grievance with eBay.....the buy it now is a binding contract. It's these bot listers that have killed ebay....there was a time when ebay was a great place to sell and buy.....these days it's too much work to be worth it, despite the occasional "deal"

That is correct. If I sell something on ebay and "accidentally" put the wrong BIN and someone bought it I am legally supposed to ship it. Which I have done, the buyer can seek legal advice if I don't do so as it's a legally binding contract. There is also a law in the UK regarding payments being taken for goods. Amazon don't take payment till dispatch for this reason.
So what gives this seller different rights to any of us? Same rules apply as far as I know.

Yes - a few months back I left negative feedback and a poor rating for a seller who obviously decided he wasn't happy with the size of my winning bid on his auction, and so cancelled it with the false claim that I asked him to send the item to a country he didn't ship to (we were both in the UK). Wasn't happy about it, but negative feedback was the only option left!

Just in the last month i have earnt about 300 dollar by buying stuff on ebay instead at local dealers :P So im a happy guy... never a problem...perhaps im just lucky ? :P

I have received 2 emails now.. (Have 1 order for 2 psu's).
The url's in the email are : streetautoparts.com.au /oos/index.php?decision=1&id=xxxxx (#post_) where xxxxx is a numeric id, but it is clearly a auto incrementing id because the one from the second email is the one from the first email +1. So if you have the url, you could just random enter id's and decision's (1 for discount option, 2 for no backorder). Are they freaking kidding me :palm:

But the thing is he haven't cancelled my order at eBay but just sent this email, where I can click which cancellation option I want.
Probably to get the customer to initiate the cancellation instead of him having to cancel the order on eBay on his own, without my blessing.
But I don't plan on clicking on any of these cancellation links. The seller should just be honest about what went wrong if the price is wrong instead of this out of stock BS.

You are reasonably covered as a buyer if you use PayPal.
As a seller on eBay on the other hand you can easily be screwed by a buyer who claimes to never havee received the item bought or revived a defect device. They can just make a money back claim and you are pretty much screred as an eBay seller.

I am not a lawyer but I am married to one <boo hiss> :)
EU law does not apply to Australia and vice versa! It's bad enough trying to get UK law to apply to purchases made on Ebay UK by a UK buyer from a UK seller.
The 'order confirmed' email received by many is key. That, following the acceptance of funds points towards a firm contract to supply.
If something similar happened wholly within the UK then there may be a case of 'loss of bargain' under the Sales of Goods Act 1979. This effectively gives the purchaser the rights to continue with the contract and enforce the purchase or cancel and make alternative supply arrangements and seek compensation from the original contracting party for the difference.
Something similar possibly exists under Australian Law.

At first I thought you might have had a problem with a eBay-bot going rogue and listing stuff at very good deals. But thank you for confirming it was just a “slow seller” thus confirming it was a valid offer.
Keithley still produces the power supply, it is not discontinued and major suppliers such as Farnell and RS still supply it, and worldwide availability is just fine. So I would like to know when I can expect my power supply.
Ps: I won’t click on any links outside of eBay as this voids eBay regulations.

I sent them back listings for the PSU (new in stock) and told them if they care to discuss anything other than sending my power supplies, they would have to take it up with eBay....they are actually blowing it and might legally have to answer for the lies in their messages to us. Why not just say their bot went crazy, and they don't employ humans and they are very sorry for all of the above.
If I thought it was worth the time there might actually be some legal recourse here, to get them to honor the binding sales contract. The are perpetrating a fraud with their responses to this fiasco.
If everyone just ignores the direct solicited email (against ebay policy) and forces them to send a cancellation request, via ebay.....then denies the request....we might be able to get at least one more bot blocked from eBay...
I somehow doubt eBay cares at all and will support the seller here, but who knows.....the situation went from slightly humorous to anger (on my end) as soon as they sent the unsolicited private email, lying about the unit being discontinued

Regardless of all the commotion here, they actually get to benefit from that mistake, because whatever price they put in there, it will still say 60 sold, making the asking price seem more legit for someone who doesn't know better.

It looks like a classic bait and switch. Still, I want my 60+ bucks back asap, to be honest. Looks like I'll have to open a dispute with EBay like everyone else. Last time it happened years ago, they only refunded me about 40% of what I was scammed out of. They are supposedly much better about buyer protection these days. Anyone knows what is the waiting time for submitting claims? It would have to be at least a week.

Just got another email from them but this time directly to my email address and not through ebay. They gave me a bullshit reply stating they are out of stock and the item is no longer manufactured. Asking if I wanted to be placed on backorder and give me a 10% discount? hmmm Yah sure. At the same time they relisted the item for $9000AU. Well these guys are a bunch of scammers it seems. They might as well just mail out that brick in the box while they are at it.

Yes actually I received that first email and replied through ebay. I asked them to honor their ebay contract with me. As soon as I hit send it seemed they programmed their f-up bot to immediately send out that 2nd bullshit email to my personal email address.

Ebay/Paypal Australia try and distort Australian law to suit their procedures, getting refunds is slow and painful. At the same time Australian law won't hold the seller to the incorrect sale price but they will have to claim that the price was a mistake, at which point the goods don't have to be provided but they do have to refund the money immediately (which Ebay/Paypal will say they can't do).

As it is easy to debunk their false claim about it being EOL, how does that leave our "case"? :)

They are breaking all kinds of ebay rules.....they can't just send the money back, without a mutual cancellation of terms....if someone wanted to take this as far as possible, they could get these guys shut down.....I somehow doubt the outcome will ever be a Keithly 2000 series PSU though....I don't believe they ever had them, or ever will....

Basically, last night I came across a $1K Keithley power supply listed on eBay for $11. Myself and about 50 other people thought it seemed like it was worth the small risk to order some, just in case it was true. Throughout the night the seller kept adding stock seemingly automatically, so there was a practically infinite supply.
Then this morning once they realised what had happened, the seller started sending out emails trying to cover themselves and get out of the situation without harming their reputation. They're now starting to refund people.

Like I said, I never expected this to actually ship, I ordered $2k worth as a joke.....BUT the response from the seller has me actually pissed off. I was planning on just seeing a cancellation from them on eBay, with a note explaining a "pricing error". I just wanted to make life harder for the bot clearing houses that have destroyed eBay, as an auction site....and turned it into Alibaba marketplace.
However the blatant lie in the unsolicited (not through eBay) email, has me somewhat ticked off. I doubt it's worth my time, but I feel the need to report this activity to eBay. They obviously never had the units, are lying about them being "discontinued" and simply won't admit their bot screwed up pricing. Which leads me to believe, that this might not be a bot error after all. It sounds like a scam to try and get people to buy "10%" off MSRP units OFF OF EBAY!!!
That is fraud. Flat out. I plan on taking this up with eBay, and have already demanded that they honor the terms of their sales contract, or explain to eBay why they are lying in their emails to "customers". Nothing pisses me off more than liars and cheats. I would love to see everyone here do the same and get these jokers removed from EBAY.....or have to pay for their actions, by sending us all power supplies (for the absurd price they listed at).
What's more, then are still listing the item, now at $9k. So if it's unavailable and discontinued....why is it still listed? ;)
This has to be the worst strategy in the history of ebay. I purposely ordered a ridiculous amount of them, to try and get a lot of cancellations against their account (like I said I hate bot run clearing houses on ebay....they have killed, what was once a cool place to do business).
I implore you all to take similar action, and demand a formal cancellation request, through ebay. That will easily get these asshats shut down. 300 plus cancellations is sure to take down their little scheme. If they continue to deny availability...even better. Find stock, call their bullshit and FORCE them to honor the sale.
Again I know it's hassle and time, but it's worth the effort IMO to get this kind of "seller" off of ebay. They dilute the market and stop private persons from doing fair transactions on EBAY.
Forget the PSU's.....I mean none of us actually expected to get these things did they?

Cases can be opened 10 days after the listing ends. To resolve the problem now, contact the seller.

After Dave's talking about spark gaps and also mentioning gas discharge tubes in a recent video, I wanted to get a few on the cheap to play with them. I've never found one in a circuit I have taken apart. I found a guy on eBay that listed one for $1.39, and in another listing, 10 for $1.39, $2.74 to ship in both cases. This part is $1.41 on DigiKey. Fairly obviously, that second listing was an error. Anyway, probably this was unethical, but I ordered 2 (20 total). I didn't want to order more because it's unlikely I will ever use that many, if I use any at all other than some screwing around with. Also, I figured it was more likely he would ship the order if the order was not completely unreasonable. He shipped, then he changed the price to $8.95 (for 10).

It appears they are pulling a scam/marketing trick, and it's in our best interest to inform eBay of this seller's activities, or to warn those after us not to purchase from street-autoparts. I do have the opportunity to leave feedback, shall we all slam them with negative feedback? Ask for a proper cancellation? How can we band together and drive this home? Their misdealings and general honesty should not go unpunished.

Filled "Report a seller" on com.au site.
Seller is not honouring contract, does not state reason for a cancelled order, seems to publish misleading information about stock level (stock was 2, then 0, then 2, 0, 2, etc. - some 30-60 orders total with "actual" stock of 2 made). I have suspicion that actual stock was 0 all the time.

I share this opinion. If they just would have send out a message (using eBay messaging rather then directmail), explaining they had a automated eBayscript screwing the pooch and offering products at invalid prices. And provided refunds (the correct way, using eBay). All would have been fine by me, no hard feelings.
But the story about no longer being manufactured (which is BS, Keithley still produces them, several large distributers still have them in plenty of stock),
The fact they are still (at this very moment) selling them (for 10 times the price at Farnell...) on their eBay account, and the way of refunding stuff directly and thus bypassing eBay, so all of us will end up with unpaid items in your accounts. Is together enough to really really wind me up :box:

Report seller to eBay. Citizens of AU could also report suspicious selling practices on local eBay site of this business entity to local authorities if there is appropriate laws for such cases.

The leave feedback link is still working for me. I don't know what the implications of filling this in would be (for the buyer). Maybe it would imply to eBay that the transaction was completed, which makes it impossible to cancel the order, for example. But, just noting it's still there.

So now I have gone and tried to re-pay the items (they attempted the refund trick) and they are trying to "charge additional fees". This is going to get ugly. As I said yesterday, this is a scam to try and sell PSU's OFF ebay.....I am contacting ebay and possibly legal council. These guys are about to deal with the ramifications of pissing off a bunch of engineers :-DD

I would write 1) seller breached contract, 2) actual issue/problem is not disclosed, 3) strange stock numbers (2, 0, then 2 again?), 4) refunded (probably) but eBay shows unpaid item - what is this mess?, 5) message to personal email (check spam folder) with some :blah: about lack of supply. All in all, strange seller activity, possibly against eBay rules.

Hang on, some of us here took a chance to capitalise on some guys mistake and now we are all supposed to try to hang him out to dry... on the charge of using automated software no less!
Regardless of the legal situation:
(A) There's not a chance in hell they ship a single unit no matter what anyone does, given the number of units sold here they would be better off shutting up shop.
(B) Some employee is running round trying to mop up a mess, why make things any harder for them?
It was a long shot, a cheeky attempt to take advantage and it hasn't worked. No need to waste any more of anyone's time . So long as I get a refund I consider the matter closed.

In UK law a contract can be voided if there has been what is obviously a mistake from either party. I've no idea what the law is in Australia, which is where I suspect jurisdiction would lie. Going legal should always be the very last resort in any situation, and in the UK a judge will look very poorly indeed at anyone who refuses to negotiate before taking legal action.
I'll keep emailing them for another day before heading down the report to ebay.au route.

I agree that the seller doesn't have to "burn", but in my opinion there is a line between a pricing error caused by a bot, and a deliberate email containing nothing but lies. A line the seller clearly crossed.
(Product is end of life, it's in backorder, we will deliver at 10% discount when available again, etc..). All of that was clearly just a poor excuse chosen by the seller to use, instead of "we messed up the prices, our apologies and we refund (the correct way) immediately no questions asked."
Instead they communicate outside of ebay with dodgy url's, refund the wrong way causing unpaid items at alot of people, still offer the PSU but at 100 times the price (wasn't it EOL according to them?) and don't seem to admit they were wrong.. There should be repercussions for this kind of behavior on eBay. (Like a official warning from eBay or such)

You obviously don't understand what is going on here. Read the entire scenario before making assumptions. This is an obvious scam. They sent money back to us, left the items as "unpaid" on ebay, and are now trying to charge "additional fees" when we try to repay.
Don't you dare try to say I am initiating a witch hunt. This isn't some humble guy just trying to make a living. This is an obvious scam, and I plan on taking all action possible to combat it.

It is not a legally binding issue IF the seller just states they made a mistake on pricing and submits an official cancellation request, through ebay. It IS a legal issue when they lie in an unsolicited email to our personal email accounts, refund the money paid, and leave the items as "unpaid" on our ebay accounts.
Ebay rep said ebay supports my actions against the seller. I urge others to do the same. These ebay bot scams should be confronted. Is it worth my time, financially? No. Will we ever get Ketithly 2000 series PSU's? NO. However, from a moral and "what's right" standpoint, I feel it is my duty to spend the time to combat such fraudulent activities.
It's my time, my money....if it makes ebay a safer place (even just slightly) then I feel I have done a good deed.

It's not a bot error though....it's a scam to get people to try and buy these OFF EBAY or pay an additional fee on unpaid items on OUR ebay account. This isn't some innocent seller, or an employee error. It's a scam. Hope you all can see that. Those that tried to purchase already know what I am talking about.

I am happy to support tuner in pursuing justice. The lies and dishonesty made this personal for me. An honest response admitting to the mistake would have resulted in immediate forgiveness and resolution.

I don't expect to get the PSU's as this was "to good an offer" , and that's fine with me.
But i do expect the seller to cancel my order , so i don't have a transaction listed in the ebay : Unpaid items section

been done, and ebay is supporting us....BUT the "seller" needs to feel some pain for trying to run ebay scams....sellers like this dilute the ebay marketplace for legitimate buyer/seller transactions.
for example, let's say a legitimate person was trying to sell a Keithly model 2000 PSU on the same day, which they paid listing fees and time for. Their auction was potentially lost or devalued, due to this scam. This is the problem. I hope you can see it, and that people need to take action against such activity.
Our time, our money. No one is being forced to do anything, but I feel it is worth my time to try and take action, because the seller is an obvious scammer and I feel I am doing a good deed by getting their account removed from ebay.

again this isn't some poor innocent seller that made an honest mistake. If they just said "our bot made a mistake" I would accept the cancellation, and even be a nice guy and not leave any negatives against them.

- Unpaid item is an unpaid item. You cannot leave such traces of eBay fees avoidance everywhere - it hurts many (mostly buyers in this case).
- Now the same items are sold at 1000 fold bigger price. Is it legal? As always, somebody will say that high price is legal and it is between seller and buyer :blah: However, in reality it is almost always a strategy employed by a seller to go around eBay listing fees. For example(I don't do this), say I sell LEDs for $10 each, have inventory of 1000. When my inventory goes to zero, instead of removing a listing I increase LED price to $5000. If anyone buys it, it is easy to cancel.
All of this points out that seller most likely does not have any stock of DC PS and is employing misleading advertising and/or tries to go around eBay rules.
I am not with TunerSandwich (and his furiousness) that seller is a scam.
All I am suggesting is that this seller comes clean - cancels all questionable orders (and removes unpaid items for unfortunate buyers), admits a mistake and plays by the rules.

I received my refund yesterday automatically. According to paypal it's been credited back to my VISA. Not sure where you guys are getting "funds withheld". I'll have to check my CC statement online later though to make sure.

it's a business, that violates ebay marketplace rules....these types of scams dilute the legitimate marketplace....I cited some potential examples further back in the thread. this does impact us all, because it might be that some honest seller was trying to sell a similar item, and was shut out of the market, by this scam listing....
hope you can see the real chain of events and what is going on under the surface here....

This is what it looks like for me. (Below.) I was refunded (PayPal). The order is still marked as unpaid, though I'm not asked to pay a higher amount if I attempt to do the payment. Again, this seems to vary between people. I wonder what I should do next...

I do not see a deliberate scam in these actions. eBay system is not that transparent with unpaid/cancelled delay items. You are trying to pay again, the listing/price/conditions may be different. It is eBay, do not expect that every issue and payment status to be clear and transparent 100% (it works somewhat though).

Please describe a template of scam your are talking about (who is scammed, how it works) and how seller in question may be involved.
Given the facts, I do not think these is a deliberate scam (breach of eBay policy? - maybe).

This is getting silly. @Tuner has some kind of vendetta or perhaps they're just bored.
I don't think these bots ruin the eBay experience. I always sort by price. If some joker wants to sell $11 resistors... all the power to them and whoever buys them. Sounds like a good business model!
Even if I did think they made it harder to search, I don't think that they deserve to be treated this way.
That being said, they cannot go behind the back of eBay in this instance if it hurts the buyers. (Normally I wouldn't care. I've helped sellers cancel items after I bought them in person, to save them 10% on the fees. That doesn't hurt me, so I don't mind.)
I will cancel my orders shortly and request a refund.

Ebay has confirmed with me, that there is a pattern on this sellers account....in which this exact type of activity is ongoing.
I'm not here for approval or permission. You guys are free to see things your way, and i am free to see them mine, but this is an obvious scam.....if you read through the posts here you will see the lies sent to buyers, via private (unsolicited) emails. Claiming the unit is no longer in production and un-available.
If you are open minded and add up the facts, you will see what is going on here. If you choose to make a per-conception about this, and think this is "just some honest guy who made a mistake"....then you are fooling yourself.
Like I said ebay looked into the account when I called, and said there is a string of complaints and transactions which display the same behavior. Ebay seems to think it's not ok, or at least that is what their representative told me on the phone.
I have no "vendetta", but would like to see this seller removed form the marketplace. Their activity is ill-conceived and fraudulent.

It's odd that eBay would say that. They're normally extremely tight-lipped about things like that. Saying things like that might constitute a breach of contract or reasonable expectation of privacy for a business seller.
It's not an obvious scam.
* Seller's bot lists one set of Keithley meters by scraping RS/Farnell/Digikey/Mouser catalogue. It does this accidentally because perhaps they're filed in the wrong category. It lists these items at a ridiculously low price due to some kind of bug.
* Over 200 orders are made. The seller is on the hook for at least 10% in fees, which includes shipping. Average shipping charge seems to be at least $50AUD. So a reasonable guess is AU$1200 in eBay fees plus listing costs. On eBay the fee is charged on shipping and the item.
* To avoid a bad rating, the seller refunds directly. This is probably against eBay rules. They should have refunded through eBay. However they obviously determined the hit against their rating was worth losing ~AU$1k in fees. Still not a scam, just breaking eBay rules.
* The seller lies to customers about the item. Still not a scam. It's not a scam because lying about the item being unavailable isn't defrauding the buyer of anything or tricking them into giving further money. It's just a lie. Both options result in a 100% refund - one option signs the buyer up to a newsletter to give them a future 10% discount on the actual item. Meh, taking best advantage of a bad situation I suppose.
Nothing the seller has done counts as a scam. They've been shady and lied, I agree. They've broken the rules. But they haven't stolen money, or committed any kind of fraud, or played some kind of confidence trick. Therefore I think your actions are completely unjustified and that instead you are becoming more of an a-hole than the seller ever was. They do not deserve this at all.

As several pointed out, this is clearly an error on the seller's end and in my opinion some common sense is to be expected. Who knows who sent those unfortunate e-mails? Was it some kid working on the seller's "IT department" that got scared and did not put much thought before hitting send? We all have done similar things in the past, with or without financial damage.
I also agree that TunerSandwich's mischievousness is becoming too damaging.

The seller has not refunded purchases. Again if you read through the entire thread here, you will clearly see what is going on. I fell as if I am beating a dead horse, describing the scenario over and over....when it's clearly spelled out in this entire thread.
This is a scam to try and sell there PSU's at 10% off MSRP , OFF EBAY.
You all can think it's mischief on my part if you like, and that is entirely your rightful opinion (if you like), but it is NOT coincidental with FACT.
Look at facts. Again I am not trying to gain support or approval, but if you think taking action against a seller who is willfully lying to the buyers is me "being an asshole", then I suggest you re-evaluate the term.

Is the suggestion that this entire course of action, by the seller, be ignored? That seems rather silly....because the seller will just be back up to their tricks again (if no one does anything) and will continue to dilute the marketplace, and continue to try and solicit buyers through private emails....using ebay listings as their "source lists"

I was one of those people who "went for it" and bought two of them. While I have no idea what's really going on with this seller, I did get an email apology (see below) and refunds on both of them (one yesterday, one today). I used a credit card on Paypal because I knew from past scammy ebay deals that I would have no trouble getting a full refund by just calling my credit card company.
For the record, here's the email (via ebay) I received:

As per previous email, we are on process of refunding your payment.

They simply offer a way to sign up for a newsletter to receive a coupon in the possibly distant future to get a PSU for 10% off. This is offered probably to simply appease people. Nothing more. You are over-analysing the situation here.
Besides... You do not get to decide to punish someone for speculated future actions.

Well I have just had my 2nd payment refunded, I marked my ebay item as Payment sent so I do not get a mark against my account.
That's the end of it for me, no harm done, nothing ventured nothing gained.
If I do get a strike against my name I will speak to ebay to remove it.
Imagine this happened to one of us, we would be crapping ourselves.

I Emailed them telling them that I will cancel and walk away from this when I am confident all has been returned to as it was before the transaction, financially and account wise.
CBA anymore, misery and upset over the holidays are not what I want from Santa, for me or others.

lol I'm in for $2k worth.....this will be funny if I get a shipping confirmation. With ebay and pay pal buyer protections there is no issue about getting "scammed".....I have dealt with deadbeat ebay deals before and got my money back within a couple days of filing complaint
If, by some miracle the units show up at the warehouse, I will be happy to re-list them for a couple hundred bucks each and keep a few dozen for the lab.....

it's a business, that violates ebay marketplace rules....these types of scams dilute the legitimate marketplace....I cited some potential examples further back in the thread. this does impact us all, because it might be that some honest seller was trying to sell a similar item, and was shut out of the market, by this scam listing....

Someone mentioned earlier that these are $1k items, how would an item listed as $10 shut out legitimate items? Do you seriously consider a $1k item for $10 as being real?? Any smart person would just put the minimum cost at $50 or so and suddenly all the crap is gone. No one lost out on sales, at least not from someone they would want purchasing from them.
Can you share your ebay name? I'd like to block you so I'm not reamed dry if I pass my handling time by 10 minutes.

No one will get this PSU, they probably never have or never will sell this item at any price, it's just an error. Hopefully we all have our funds back and was worth a punt in the beginning.
Looking back I am glad I didn't get one as this might have ruined someone's business and life.

I get 2-3 phishing emails each month. I always forward them to the reporting address of the company being impersonated.
I have rather low regard for companies that either don't offer reporting or don't care (indistinguishable).
Those companies get pushed down in the hierarchy of who I will do business with in the future.

That may not be a brilliant idea: there is nothing that company can do about them, and if everyone forwards the message they will have a huge metric sh'ton of them. Indeed, one of the worst effects of spam is automated bounce messages going back to the (impersonated and innocent) originator.
There is even a special DNS anti-spam measure designed to combat it:

It's either a scam, or a mistake. If they're making money from charging people and not delivering the product, that would definitely be a scam.

They are a re-shipper. So if someone bought a PSU from them for $2,000 then they -would- have the item. They'd just buy it from Mouser/RS/etc and ship it on.
If they list it and don't supply it, I don't consider it a scam because they refunded the money. Because it's obviously an error. If they maybe sent a scam email (like in Dave's example - anatomy of eBay scam) trying to actually defraud someone, then it would be a scam.

They finally refunded me too (yesterday, but was away from a computer). But they are still playing games... by (still) just refunding via PayPal giving me the familiar unpaid item at eBay...
So, I paid again :-DD Until those PEBKAC's do it the right way and cancel it from eBay, which will probably hurt their internal rating. Instead of hurting mine now because of a error they made..

I got a message from ebay thet they can't cancel my order , only the seller can (i suppose its not true) ,
but i have it in my ebay messaging system.
They couldn't do more , but would gladly assist in a criminal investigation if contacted by the police.
I won't go that far , i just want the seller to cancel my ebay transaction (and not just refund me via PP) , that would be fine by me.
I got another message from seller , when writing that i need them to cancel.

In the "Others" section of their their shop they still have got well over 300 pages with electronic parts all priced AU $11.14. If that mess has to be cleaned up manually I'd say their "IT department" will have their hands full for quite a while...

Just got another payment returned and as last time, the order is still in eBay (as unpaid...) so I paid yet again :-DD
Also send them some questions and remarks about a part of their email ( "I just got an email from suppliers advising that the manufacturers no longer make this item/model" ) and the fact they are currently selling it on their eBay store (at $10.000 ...) :-DD

I got the same response too (and more). I had send them a message complaining about the E.O.L. excuse and them still offering at $10k. And the wrong way of refunding causing me to have unpaid items in my eBay account. This was their full reply:

They finally seem to acknowledge their mistake (which is what I was after, wasn't expecting ever getting a Keithley). Al tough I have my doubts about the parts that says eBay AU are having troubles... Seems a bit familiar (and their IT department fixing it :-DD).

I would say it is highly likely he's lying yeah. It is what they have been doing for the past week.. But everything else in the message seems legit, so I wanted to give them a chance pending someone confirming the eBay having problems fib

Their problem is that this mess will destroy their ebay seller rating beyond repair (for 12 months anyway)
ebay are incredibly strict on sellers, just a few fractions of a % poor ratings or cancelled orders can lead you to have poor ratings, the feedback figure is pretty meaningless they catch you all sorts of ways.
This guy is in big trouble as all these cancelled orders will probably leave him "below standard" and they will limit the $ amount of stuff he can list, for a bot/scrape account that relies on mass listings that's pretty bad!
I wouldn't panic, ebay will sort all the buyers accounts out. It might be hassle but that's what you get for trying to work the system.

So Ebay have a glitch too.... yeah.... i never expected to get the PSU so i was not surprised when this got downhill but for now they seem to blame everything and nothing move... Got my refund on Paypal (but missing 4$, fee or exchange rate maybe) so i'm not worried about my $$$ but i didn't know how it was hard to get some help on Ebay when this kind of stuff happen. At first i wanted to give no feedback since i didn't expected anything from this sale but now i think it's a good thing to leave a negative one to let other know how pathetic a sale can be with this seller...

When I have had to get a refund from a dodgy deal (obviously fake seller without the product, using photos from a different auction), Ebay wouldn't do a thing until after the expected delivery date, presumably to ensure that it really was a bad transaction.
Perhaps that's the problem here? Ebay won't cancel the sale on your say-so this soon, and maybe the vendor is running up against a similar issue on his side.
Having said that, I won a cheap laptop for 50p and unsurprisingly the vendor turned out to have sold it elsewhere the day before and 'forgotten' it was listed on Ebay. He refunded me and the sale remained unpaid until... well, it probably still is. Doesn't appear to have done me any harm, and at least I was the allowed to give him a serious neg (his only one, but every one counts nowadays).

I had a similar (if not identical) reply about the "glitch" and that it was eBay's problem.
I am not sure they're being wholly honest: I spent 45 minutes on the phone to eBay on this on Monday as I had five unpaid items. EBay say the seller didn't use the correct procedure to cancel the order, apparently the seller has to get an authorisation from eBay to cancel a sale.
So either the seller wass trying to avoid getting a bad vibe by cancelling the Patpal transaction only, or they genuinely were trying to refund the money right away without understanding the implications.
What with the 45 minutes on the phone to eBay and 20 minutes to Paypal to get my account unlocked, it's not been a fun transaction!

It seem Ebay removed some of the seller negative feedback, mine included. So it seem to be working in the favour of the seller.
Edit : Ebay remove all the negative feedback from the Keithley listing, i counted 7 at first, 1 hours later 5 was deleted, now it seem to have only 1 left. Very strange situation.

Especially since people who still "have" paid (like me, since attempt #3 on sunday) won't leave a negative feedback just yet, to give them a chance to cancel the sale the right way. I have just received my payment back, yet again (and yes, direct via PayPal, again, leaving a unpaid item in eBay, again :palm: ). Took them a full week this time (made it last monday, was the 3th time). Send them a couple of messages about why they keep canceling the wrong way, and that it is not my problem if it hurts their internal rating cause it is their system that messed up.
So, I did the adult thing to do.... Paid again (number 4) and send messages to both them (again) and eBay complaining about these joker methods :-DD

eBay needs to fix that. That's not right. The seller should receive a negative feedback and keep on their record. They deceived the buyer, and when called on it, they manipulated the system in their favor. They wasted the buyer's time, and in reversal, placed bad eBay stats with the buyer, making eBay think that the buyer has an unpaid item. eBay now thinks that the buyer, NOT the Seller, is in the wrong on the transactions. This is very wrong.
But, then again, maybe eBay has designed it this way. There will always be buyers, but not sellers, and Sellers is where eBay make their money. I too also have had bad feedback removed in favor of the seller, when in fact, the customer service representative of eBay who answered when I called, admitted that the seller was in fault. The representative said the decision could not be reversed. But, then again, why should they. I'm ust one person who buys, whereas the seller sells thousands of products, making eBay lots of money.

If you look at this thread again, buyers that were 'deceived' - say from page 6 on - know it was a mistake from the seller and they tried to take advantage of that.
You can read that by the comments made when they announce the purchase in this thread.

The people all seem rather furious and frustrated about the sellers actions (while the do seem rather shady), but if we look at the bigger picture: every last one of the buyers is also at fault for this situation a little bit. You all placed the orders knowing it was a mistake on the sellers part and that it could potentially sabotage the sellers (or their IT departments, no idea about their hierarchy) lives. You people purposefully put the seller in this whole fiasco, of course they are going to try to save their skins one way or another, their jobs are on the line.
P.S. I'm in no way supporting the sellers actions. I just think the hate should stop or atleast be tonned down a bit.

Well if they still haven't corrected the prices of atleast shut down their store until everything is sorted out then yes, I see how that is quite the issue. Sorry, didn't realise that. My point was that to a degree, the buyers are at fault for the situation aswell. Feels like some people here are sore that they didn't get the "bargain" they were hoping for even though they knew that the chances of it being a legitimate and intended sale were way below 1%.

I also expected there to be one of either two results. First one being a refund from the seller.
Second one being a refund using eBay/PayPal and their buyer protection systems. Never did I expect the seller to deliver a PSU.
Then why did I order it? Because sellers like this, who list 150.000+ items using automated systems, without having a single item in stock, don't deserve our mercy.
They are the reasons why eBay has turned into a steaming pile of dog turd where it gets harder and harder to filter out real "bargains" from the automated dealers who just use it as a easy webshop.
Now, if they would have cancelled the order and refunded the payment, all would have been fine. No negative feedback or anything from me, done.
Instead, they keep lying, making up stuff, and refunding without cancelling the order. Proving they are the douche-bags we all expected them to be.
Just to humor you, I just went trough my mails/messages with them and selected the interesting stuff..

Keithley still produces the power supply, it is not discontinued and major suppliers such as Farnell and RS still supply it, and worldwide availability is just fine.
Ps: I won’t click on any links outside of eBay as this voids eBay regulations. Please use the ebay messaging system for things like that.

you can keep trying to refund directly through PayPal, but I will keep repaying, as doing so outside of the eBay system hurts my internal eBay score by leaving a item "unpaid". It is your responsibily to obey the binding conditions of the eBay sale. If you do not plan on doing so, you can try making a cancellation (the official way) via eBay. Not refunding without cancelling the sale, and giving me a negative ebay creditscore because of it

Also we just called eBay and inquired why it's showing as unpaid item, I was advised that 5 sites of eBay including Australia is having technical issue and they're IT department is currently trying to resolve the issue.
You will not get a strike us unpaid item.
Never got the link, Never found any evidence supporting their claim about eBay AU having issues, I will get a strike for the unpaid item

If you want to deliver, deliver. If you don't plan on doing so, cancel the eBay transaction but do NOT make a direct refund using PayPal leaving the item unpaid in eBay.
So please, take responsibily for your systems messing up, cancel the transaction the right way, and accept the bad (internal) eBay rating this will automatically generate.
Offcourse, payment has been re-made yet again (4th time) because I still have a buying agreement with you..

So now I am yet again waiting, for either the refund yet again, or them finally canceling the order and refunding using eBay.. The thing that bugs me about these jokers is they keep lying, making up the excuses, still are listing over 150k items (1 bolt for $15, really?) and are still abusing the system by not canceling order the way they should, leading to eBay removing any feedback generated by them.

I'd call it a day and accept my refund instead of getting a box of stones delivered and then fight for refund by court in another country and maybe even loose money to this idiot.
There are enough idiots in the world and naturally some find their way to ebay. Best thing is to stop dealing with them and the problem solves itself, since only idiots buy 11$ bolts from bricks like streetautoparts. Since listing items on ebay costs money, the problem will solve itself sooner or later if he doesn't sell anything

I have watched this thread since the beginning and even made comment that it was likely an error and a refund would result. Most who bought the units did so in the full expectation that they would not get such a unit for $11. Common sense tells you that.
I have watched this debacle develop into a major discussion and that is what a forum is for so no worries. No harm done by such.
I do have a comment to make though...... ask yourself how old you are and how much longer you expect to live, then consider the time you are wasting chasing this seller and how much that continues to cost you ? You will not get that time back and you could have been having more fun doing something else instead. We are all terminal, do not waste your life chasing fools or you will become a fool as well ;) Of course if you like wasting your life on such pursuits then fill yer boots and be happy :)

The problem here is not the fact the item is not being shipped as paid for, regardless of whether it was in error of price when posted on eBay, though, I doubt this company ever had the item to sell, based on the other auctions it is running. The problem is the fact that these buyers are getting an unpaid item mark on their eBay rating. It was the seller who posted the item, and instead of refunding the money the correct way, so the buyer does not receive a bad rating on their part, the seller is skating around that and found a loop hole to protect them. Them who made a mistake in the first place. I don't care if it was a legitimate priced auction or not, or something else. It was the seller's mistake, yes, but the buyer shouldn't suffer consequences for it.
This upsets me greatly. All would be fine if they just refunded the money through eBay, but seller is obviously refusing to do that by continually making excuses and refunding via PayPal directly, leaving a bad unpaid item mark on the buyers.
This is wrong, period.

I bought on of these, had the emails, got the refund, and just got a message from Ebay that the auction/sale has been officially cancelled by the seller. All loose ends tied up.

Well.... They still have 135,426 items listed in "Consumer Electronics". Including the same old items worth 10-50x the price they are listing.
Even legitimate sellers of electronic items have only a fraction of that number of items on Ebay. These people are certifiably insane.

True, I should have said that from a personal perspective on my Ebay account, all loose ends have been tied up. I still dislike the shotgun Ebay-auction thing they have going as well.

Simply because, they are required to by eBay, and the wanks promised it to me 3 times and didn't do so (to be expected offcourse):

There appear to be a few Ebay black-lists on the interweb. But all the examples I have found (in 3-4 minutes of "research") are for sellers to block problem buyers. I didn't see ANY mechanisms for warning buyers of problem sellers.

IIRC it's part of ebay's TOS that you don't review buyers or sellers outside of ebay. They have a ban on black lists. :phew:

In the last day or so I have been searching for STM32F103v (100 pin lqfp) to compare to mouser/digikey prices and this kind of thing turns up:

The picture says street autoparts but the seller is "handyautoshop" with a minus 2 and the chip itself with shipping included is ten times the going rate.
In another thread -Fluke 87v for 100$ the seller is myauto with 13400+ rating. sale rescinded and price changed. I don't get how this scam works. They seem to generate piles of listings that never complete and trash some previous auto parts general sellers store. Why can't ebay get a hold of this and nuke these mother-fuckers into the next galaxy?
