Budget RF Generator with pulse modulation for EMI/EMC pre compliance

Hello,
I want to dive a bit deeper in EMI/EMC troubleshooting so I decided to start building my own pre-compliance setup to troubleshoot and experience at home. This will give me more hands on experience and knowledge while also building the setup. I would like to run MIL-STD 461 RS103 & RE103 or what ever close to this I can achieve with budget equipment.
The setup I already have:
* Spectrum analyzer HP 8593E

* I also have a nano VNA which I mostly use for antenna tuning
What is missing

So what I'm looking for is suggestions on a budget RF generator which can also support 1Khz pulse modulation which is required by MIL-STD 461
The frequency range of interest is from a few Khz to a few Ghz.
The low budget devices I have found as candidate RF generators are the following:

* TinySa but if I'm not mistaken there is no option for pulse modulation.
* hackrf one which also doesn't support pulse modulation and as per my understanding TinySa has a better sine wave generator with less harmonics.
