I don't know absolutelly nothing about this thing, other than is branded "Elcomatic".-

Looks like some sort of amp/pre-amp for a scope or chart recorder

"Volts/mm" is more likely for a chart recorder than for a 'scope.

It implies that early products thereof were aimed at chart recorders, since the founder had worked with Honeywell in the US before returning to the UK.
Over the years, his company was involved with a wide range of equipment.
