As for SA, SAs are proper instruments. HackRF can be used in a pinch, you can even use a cheap SDR USB stick to find something.
Proper SA will have many tools that will help you.
There is a lot of money between Siglent SA-s and Tek RSA306B. Also one is standalone instrument, other is PC connected. Also make sure to take into account what software you will get for free and what you need to pay additionally.
Also Tex RSA306B is realtime instruments, and Siglent also have those. And Rigol and SignalHound (another PC based instrument)...
You really need to fix the budget first.
