HP 3466A Ohms problem

My 3466A will not zero out on the 2 and 20 ohm ranges, adjustment pot is at the end of its travel and it still reads 0.5 ohm - and its not the test leads.  Anyone seen this problem before? The service manual is not much help because its low resolution and does not show the schematic in enough detail.
